It is yeah - but I can see why hes done it like that! And I doubt it would have a serious effect on temps, and may even aid the cooling of the passive heatsink just below it!
My first question was about to be how did you get a freezer 7 on the p5q-e! LOL I was going to get one but it involved a hacksaw and a sander to make it fit UNLESS you fit it the wrong way round
Which considering you have the top exhuast fan it may pose no problems?

I didn't want to start bending the fins on the freezer, so I just turned it around. The only thing is that it's hard to push the pins down because of the heatpipe on the mobo. It's an e8200 overclocked slightly to 3GHz and I'm idling at 32*.
Yeah the heatpipe makes it tricky but not impossible with patience.
I think there is a case for mounting the heatsink that way round on the P5Q-E because the fan will draw air over the northbridge heatsink AND blow air over the connected heatpipe instead of just the latter.

To be frank, there's nothing wrong with having the Freezer 7 facing upwards so long as there's an exhaust fan above it, which there is.

Ah yes but, its drawing air in from where your GPU is, instead of clean air direct from the front of the case. In real terms I predict this would have a whopping 0.1% effect on anything at all.
