if you leave negative reputation because you disagree with someone's comments in a post, you can use the rep button and select disagree, it forces you to leave a comment... then pops that message box after you complete the action

to be honest, it didn't actually work as i expected, i was anticipating something similar to the "thanks" bar ... but instead of "the following users say thanks for this post" i was expecting something like "the following users disapprove of this comment"

But it just takes one off their rep (which btw wont go into negative numbers ... booo )
