Any of the Be quiets!, such as the Advanced or the Pro.
+1
I have the dark rock advanced its really as silent as you can get from an air cooler
I think the Bequiet fans are better than Noctua fans (I own both)
what's it for? Overclocking or not?
Usually, best bet is to buy a cheaper cooler such as a hyper tx3 and tune the fan settings to make it almost silent and yet within temperatures.
Remember, with most stock setting chips, you can slap any aftermarket cooler on it, and take the fan off it completely!

Thermalright make the quietest coolers without sacrificing performance.
I'd go for a bequiet cooler or the Noctua D14, even with the noctua fans on the lowest (350rpm ish) performance is still very good and the fans are 100% silent.
The bequiet's do look better though.
