"Harry Shearer, who for decades has worked as one of the stars of The Simpsons—lending his voice to characters like Ned Flanders, Mr. Burns, Principal Skinner and Waylon Smithers—has seemingly announced he will no longer be working on the show."

    He also plays McBain

Apparently he has been stalling the series in hopes of an improved contract and was denied so left.

pretty sure they have enough footage to replicate the voices or just hire someone else to impersonate.

Yeah, the article said it was to do with merchandise licensing specifically.

It will be interesting to see what direction they take. The show could easily exist with Smithers and Mcbain, but Burns and Skinner provide framework for other characters so you couldn't lose them without replacing them (or, as you say, impersonate).
