so i am now looking at buying a new pc so i am looking to spend in the region of 400-450 also if it is possible needs to be a gaming pc as i play mmorpg games on it. So of course the fans r the most important thing to go in this machine and so it needs to be as quiet as possible.
    So any help thnks again

From the specs you've posted the machine seems pretty old. You could probably make it a bit quieter by opening it up and cleaning the dust out with a can of compressed air (last time I got some Poundland had some small cans). otherwise it would depend on the size of the case and CPU heatsink.

Often fans can be changed to quieter ones and configurations can be altered so that the fans don't have to blow as hard.
Whether it's worth it or not depends on your answer to the question above.
