change the graphics card for a gts250 ?
cpu to an e5200 ?
That graphics card is madness, the 4850 is better and cheaper, but then again a gts 250 would be suitable if similarly priced.
What's the PC going to be used for?
Errr why the e4700 for £114 when an e7400 is £15 cheaper? (even when its not on superspecial as it is now)

Is that CPU any good compared

It was just a quick mockup to get a price and an idea, how does the 4850 fair to the gtx250?

I did notice shortly after posting this :P
EDIT: Oh, and aiming around the 450 mark too
Yeah E7400 all the way, or a budget E5200/5300 as already mentioned.
If it was me on a budget build i would get the Biostar P43, with an E5*00, why???
Because the Biostar Mobos P43/P45 are the best budget/OC boards there is, stable, all the features you need.
Unless you already have the HDD go for a 320GB with 16Mb cache, 8Mb cache is crap, Hitachi Deskstar or Samsung F1 as they have lower seek times, makes a big difference.
Agree on the graphics aswell, 4850 or the cheapo 9800GTX+ is a good 25% gain for a few squids.
Coolermaster make awesome cases, even the budgets are good, plus i recommend the Xilence 12cm fans as they are very very silent, the PSU are good as well, the quietist i have ever heard and good for budget builds.
E5200 is equal to the older E7200 (about 5% difference)
Will do a prospective build if you like?
Have a look.
Comes it at £365 without a case or O/S.
Intel E5200 (Alot cheaper for 300Mhz less and 1Mb cache loss, easily OC to 3.5Ghz)
Arctic Freezer 7 Pro (Really good budget cooler and yes its silent)
Kingston 4GB 1066Mhz
Biostar P43
Hitachi 320GB (16Mb Cache, 8.5 seektime)
OCZ 600W (Greater flexibility and more future proof than 500W)
Nvidia 9800GTX+
Use the Win7 beta and its a pretty decent system for the money.
Oh how come i can't add an attachment of my Aria shopping basket using snipping tool on Vista?
gts 250 is the replacement for the 9800gtx+ its a slightly smaller card that uses less power as well :) prices are not to bad either

Looking to get around £400 inc. VAT
EDIT: and i dont mean this kind of vat

So if you forget the Arctic 7 cooler and get the LG DVD thats on special with a Coolermaster Elite Case its £400 on the nose.
There is now a 500GB Hitachi for the same price on the specials.
I wouldn't let your mate skimp too much as he will just end up spending more to upgrade later.
The only real place you can save cash is on the RAM, instead of paying £48 for 4GB he could get 2GB of the Aria stuff for £16, i have used it in Media Centres for people in cheapish builds and its okay.
If he needs an OS aswell for £400 then he might aswell get a prebuilt as with paying VAT on components he will struggle.
No need to worrie about OS, and i have looked on super specials and there are some nice cheap HDD's
The arctic cooler is cheap and a reasonable cooler but it by no means silent, quiet yeah maybe till it gets going at approaching full chat, well my freezer pro 64 isn't "silent" anyway.
Mines pretty quiet but its hard to tell how much noise it makes when you have the noisiest GPU in the world! :P

Freezer pros are sielnt until loaded then noisey as hell lol, but I am still running 4 of them :D
Maybe you guys should enable the quiet fan mode in your BIOS then or get boards that support a quiet mode.

2 of my PCs are running with PWM enabled, the other Freezer Pros are non PWM versions, one is running through a fanmate.
But it still doesnt mean that the Freezer Pros at full speed are quiet they are noisey.
i am running it in "quiet mode" as controlled by the mobo once it's fan gets to around 75% its easily noticable and by 100% its just about bearable, this is on a media center so the rest of the stuff is pretty quiet.
Try loading your cpu up and tell me yours is "silent" when its fan running pretty fast :|.
My Freezer 7 is running in PWM mode.. As everyone says, it is pretty silent when at a low speed, but the noise really kicks in as it pushes towards 100% speed - which it very rarely does, unless I manually set it :)
