From the sound of that article it seems like Intel have engineered it that way. Core voltage being the same as RAM.

I can see people not in the know blowing expensive cpu's, could be good for Aria's sales
old news this 1 m8, from whats been said mobo manufa's will be able to slpit the power lines so we can up 1 without the other but expect this to only be on the more expensive boards.
kinda makes ddr3 2ghz @ 2.1v seem pointless if they dont tho :D

thing is if the current 45nm chips fry much above 1.55 whats 1.65 going to do to them, nevermind the 2.1v needed to hit the speeds ddr3 can do.
People are making this sound so much more worse than it really is.
Don't forget the days of Socket 939 90nm Athlon 64's imploding time to time when heavily overclocked alongside high voltage BH5 memory IC's. It is a slight issue tied with having an integrated memory controller yes.
However, we don't know the extent to the issue yet. These CPU's could well be more tolerant to the voltage than claimed. Also, the DDR3 process will mature. Some brands have announced CL7 DDR3-1600 that operates at 1.65V. DDR3 production will eventually ramp up anyway so price won't be too big an issue either. Don't forget that there was a time when CL5 PC2-6400 had to operate above the JEDEC spec of 1.8V but now this can be done at CL4.
Or even consider the eventuality that fast low voltage ram will always be horribly expensive. Perhaps the triple channel memory controller will make up for some of the lost bandwith in frequency and perhaps tighter timings will be more beneficial with this type of architecture?
I don't think there's anything to be worried about just yet.
