That is slightly out of my price range I think lol
By "design", do you mean in HTML/CSS/PHP or, aesthetically in Photoshop?
what you require help with?
Im just going to work on my site and update it. So would have time to help you. depends on what you need help with.

The design of the site mate. :)
Not being pedantic or anything, but all you've done there is repeat "design" and "site" from your OP, not actually clarify what you need help with. Is it the coding? The artwork? Navigation? Structure? UI? Security? Performance? All these and many more come under "design" of a site. Be more specific and you'll get more relevant responses.
with a brief like this, my rate has gone up :)

Might be able to give you a hand, I'm re-doing mine at the minute so I guess I could give you a few pointers :)

Find a host with Joomla or similar content management system (CMS) and then go find a good skin for it, the lion's share of the work will be done then, you can add functionality to Joomla sites easily, from your point of view as admin they are edited in a Word like panel in the backend and can be backed up in case of disaster even though it doesn't take long at all to get used to the interface.
You'll have full control of the site from word one, will be able to expand it, edit it, allow others to edit parts of it, add things like a forum or shopping carts in a few clicks..and completely reskin it just like these forums can be reskinned.
If you run a web server (like Xampp which is a simple instal with Apache PHP and MySql) on your home machine and download Joomla (or Wordpress or any of the bigger CMS systems) you can have a play around before deciding for free.
What's the sites purpose BTW?
