Hello there :) Hope life's treating you well!
Short question with a long answer, really. Best thing would be to point you at a few threads where this has been discussed previously:

If haven't got a clue, as you say - then an auto site builder might be up your street. Webfusion do one with the hosting packages I think, or ofc there is the Google Sites thing, I think that does it as well, just pick a template and off you go.
To go full techy, Dreamweaver and a webfusion hosting account is my personal choice :)

I will suggest Wordpress for developing a site .. you can get an auto installed for wordpress with UK web Hosting
(http://www.webhost.uk.net)
Martfox beta package (~£40 / year I think). Use wordpress and auto install wordpress :)
Personally use Tsohost for my hosting, "Fantastico Deluxe" software makes installing WP, Drupal, Joomla, phpBB, whatever you fancy, a one click process.
GoDaddy for my domain names
Notepad++ (with Zen Coding, check it out!) as my editor
WAMP as my development server
