No actually the psus take the power they need! not the power they are capable of, so actually it draws a fair amount.

At CeBit there was an Enermax 525W PSU powering a 16core machine

Efficiency would be lower with a small draw, but any non generic psu will give 80% plus efficiency.

They are **** power supplies anyway. They can't make even a 500w that works for more than a few days.
