What puzzles me is that after the first attempt (by both of them) to get run over, why the police didn't think of handcuffing the one in the red coat at least. Yes, she didn't commit a crime and so wasn't under arrest but for her own safety and everyone else, the police and other motorists, she should have been tied down to something or at the very least put her in the back of the police car with the doors locked.

The Police are awful there, Both Women should have been Cuffed and placed in Police Cars for their own safety.

If they are fine enough to go and run back in front of another one you do.

Plus they should have been cuffed when the Police first arrived on scene anyway.

They should have both been arrested by the first on scene for being a pedestrian on a motor, its illegal without there being an emergency.

If you watch it again there are plenty of opportunities for the Police to have got hold of them.

Just watched the program, and it's bizarre. I think it's unquestionable they are complete mad, whatever condition it is and I can't believe the other twin didn't also face prosecution or at least an evaluation of her mental wellbeing.

In the end, it's just sad for the poor bloke's family who got stabbed and the drivers who hit the women.

i feel there was no need to cuff them as you don't expect some one to kill them self.

how would you feel if you were stopped and then put in a padded room "for your own safety" ? the police would have been frowned on for heavy handedness if they were cuffed.
