I've reading a couple of reviews etc about my Asus 5850 direct CU card and quite a few are saying normal idle temp is 32c-36c mine is at 46c I have tried upping the fan speed to 45% and that makes no difference.
Does Anyone have views on this as to what is "normal" idle temp on these cards.

I would say its depandant on the ambient temperature.

38c here with fan at 21% and room temp 24c. Are you running a dual monitor setup or overclocking? If not your gpu and memory clocks should be at 157 and 300 MHz respectively. If they aren't that will probably be the reason, but 46 is fine for a graphics card. The fan at 45% must sound like a hoover!

i'm letting the fan take care of itself on my dads 3870, seems to run at about 43 idel to low load in an Antec P182 case with fans running front intake and back/top extract, with one slotted expansion bracket in line with the cooler, i have noticed that it is drawing in off that back bracket so i'm going to be making some changes to the fans and fron vents to try and solve that (the cooler is the stock one on the Asus EAHD range, so does not vent directly out the back.)
