Have you turned off vSync everywhere? In the program itself, in the ATi control panel, etc...?

the graphics is not the issue its something with the ram

the ram wont limit the max frames to 60fps

its driver / software related

check settings in ccc / 3dmark, or wipe / reinstall the graphics card drivers
