I remember KDE having semi-transparent menus and such too a while back. I can't remember what version that was though KDE 3.something I think. But Windows went one step further by blurring everything. Also the reason it hasn't "progressed" to a transparent console is because they've been trying to remove the command prompt from everyday use. While Windows is progressing into graphical prettiness, Linux is lagging behind with the command line interfaces used by the first computers to use a monitor! Get with the times!
