Installed new graphics card from aria and no video playback

Sat moring i bought myself a XFX GeForce 7600GS 256MB DDR2 AGP http://www.aria.co.uk/ProductInfoComm.asp?ID=24358

To replace my old fx5200, but im having issues that i cant nail down,

I initally installed over the old drivers and soon as anysort of video playback was used (real player Vlc windows media etc) and windows live messenger (windows messenger is fine) the cpu usage goes to 100% and either the program started or explorer.exe uses all the redundant cpu time (normally about 98%).
I uninstalled all drivers and used the basic windows vga setting and the video playback is fine, after trying 3 different driver (1 older 2 newer than what was on the cd) the error still happens, so out of despiration i formatted the drive and put a fresh install of windows on, thinking that would sort it, still the same error. If i playback a file without the needed codec it works fine but obviously no picture but the sound playback is spot on

There is enough virtual emory - either letting windows set it or setting it myself makes no differance

Everything else is fine it will work quite happliy on games and browsers etc but no video playback, any solutions im really pulling my hair out here.

Wel having a play i managed to get the video playback working under Display properties> advanced>troubleshoot>and turning the hardware acelaration down to half way,

\"Disable all direct draw and direct 3D sccelaration, as well as all cursor and advanced drawing acelarations. Use this setting to correct severe problems with directX accelerated applications\"

So is this an issue with directX 9 - which i installed before i installed the card, rather than the actual graphics card driver?

Edit: so i tried a game on this lower setting and its dire, its like being on a spectrum, im really chasing my tail now

Well after a lot of fiddling about i got the 4in 1 package - improved the problem it doesnt lag as much when it does start eating cpu usage but still pretty useless, i treid to upgrade the bios but found i have the lastest bios but it was last updated 2002.:(

Im startingt to want to blame the card.

The 4 in 1 palava has improved the situation but there is still lag. and the video doesnt play

As ive had it a few years and i got it 2nd hand i doubt dell would want to know
